Well referenced to good sources.
I would have liked to see a little more on the legislative passage of the original law and the backgrounds to the 1976 tightening and the 2014 loosening.
The lead is too short.
The prose and grammar would benefit from a submission to GOCE Requests.

There are two uncited sentences or paragraphs (B1=no). One looks like it belongs to the introduction, but it makes a statement unsupported elsewhere in the article. Therefore it must be cited.
Gog the Mild's previous comment is pertinent: "I would have liked to see a little more on the legislative passage of the original law..." When did it get passed?
There is no clearly defined introduction (B3=no). The first sentence should include the article title. Please see any B class article for examples.
There are no supporting materials (b5=no). Try adding a photo that is relevant to this article: Prime Minister Abe or a Kawasaki C-2, for example.
It is not required, but an infobox legislation would be nice.
