Source with inadequate context

I've moved the following sentence from the article to here because the 2008 newspaper report it's taken from doesn't provide adequate context to make its meaning plain. In Wikipedia it was sandwiched between sentences about his speaking on other topics at two meetings in 2006, which made it even less clear.

He said that imperialist and communal forces got the opportunities to dominate the Bengali nation because it did not act properly.[1]

To use this again in the article, please provide sufficient reliably sourced context about his political philosophy to make clear to readers what he meant by "imperialist and communal forces" and by "act properly".
