There no indication that the person has made a widely recognized contribution that is part of the enduring historical record in his specific field. Hence, the subject does not meet a single criterion for inclusion in Wikipedia. I agree in this case due to the recency and length of his terms of office serving portions of Bucks County in State House and then State Senate. I provided Joe's last reference link confirming his employment with Fels. I met him once in person and talked to him once previously on the telephone, but that is irrelevant.
