Three points in defence of the article,

  1. the source is acknowledged;
  2. there's no extraneous text there, just the facts, and while text can be copyrighted, facts can't;
  3. the text comes from the "notes for editors" section of a press release, which by my understanding is tantamount to an abandonment of any copyright claim.

  4. Acknowledgement makes no difference; it makes quotes alright, not prose.
  5. The way in which the facts are phrased can certainly be copyrighted.
  6. "notes to editors" is never an abandonment of copyright unless directly expressed. Wikipedia policy is to verge on the "delete" side of possibly copyrighted material so as to avoid icky lawsuits, and the site itself specifically says that "Material on this site is subject to Crown copyright protection unless otherwise indicated".
