Questionnaire on behalf of the UK government

An edit by user:Therequiembellishere reinstated the comment that Hill managed to give "a questionnaire on behalf of the UK Government as requested". I had previously deleted this as unsupported. I can still find nothing in either reference to support this assertion. Accordingly I will again remove it. If there is a supporting reference, please quote it.
