WQS is the qualifying system to get into the main WCT, which is the elite of surf. Jordy smith is seem as the future tom curren or kelly slater, which makes the notability of the article. We also have articles of mick fanning, kelly slater, even if not great qualities ones, they are there.

'People who have competed at the fully professional level of a sport' are notable.

Jordy Smith is a [professional surfer now on the ASP World Tour and finished 26th this year (http://www.aspworldtour.com/2008/ratings.asp?rRat=menwct&rNav=Men&rYear=2006&rTitulo=WCT)
