This page was flagged for copy edit, but I've changed it to rewrite. As written, it seems to be a poor translation, possibly a machine translation, from some unidentified source. I can't make enough sense of it to edit it. Starting with the first sentence—"designer of the famous dockyards Paraguay and Humaitá"—there are insurmountable issues. Google turns up nearly identical articles that use the term "cannoneer" instead of "dockyard," which seems to make more sense if one understands "cannoneer" to be a type of ship. There are poorly-translated articles that support this sense of "cannoneer." Without an expert, it's not possible to choose the right word.
