I assumed it was a joke too, but https://www.trivia-library.com/b/famous-lasts-the-last-execution-in-the-tower-of-london.htm seems to be a source for it, apparently predating the edit that introduced it here https://en.wikipedia.org/w/index.php?title=Josef_Jakobs&diff=284079679&oldid=275119595 Slogby (talk) 22:04, 7 December 2016 (UTC)[reply]

I understand the desire to kill all spies, but if one gives them a choice between good treatment if they talk, or death if they not, most sing like canaries. If one treats all spies like POWs or execute all spies, spies have no incentive to divulge useful intelligence, but if one offers a choice between good treatment or death, one can get good intelligence from them.
