  • The United States Mint itself (who ought to know),

  • The Smithsonian Institution (who also ought to know)
"Frank Gasparro, the 10th United States Mint Chief Engraver". Smithsonian Institution.

Don't use such a patronising tone to invite discussion. We are obliged by our own MoS, not that of other publishers, and MoS has consensus without needing to gain it at each page. As to your arrogantly presented citations, the first includes "Dr. and Mrs. Clain-Stefanelli, Curators of numismatics at the Smithsonian Institution", the inconsistency of which suggests that in fact they don't know how to capitalise titles, and the latter does not use the phrase in question.
