COVID 19[edit]

IP User 2600:6C40:4200:3AD:6C39:5E47:E262:ABB8, posted the following on the article page. Maybe someone with an interest in this article could help them?

Gallego, led Phoenix through the Great Pandemic of 2020. "When there is no one left to ask for help, there's no one for the mayor to pass the buck. And once again, the welfare of the people is left to the creative thinking of the community's librarians."

For the first sentence, here is what I'm wondering. If we could take the word Phoenix and replace it with any city in the world and just change Gallego's name to the name of the mayor of that other city, is it really worth noting on her WP entry? For the quote, I'm wondering who said or wrote it. If she is only said to be not passing the buck because passing the buck isn't possible, is that notable enough to include in an encyclopedia entry?
