Why not 'Kerala Education Act 1958' ?

If I've read Guha correctly, the bill did become law : the assembly did pass the bill (in 1958) and the president did assent to it (in febraury 1959), after an advice from the supreme court. The act (as amended) can be found at [1]; it's styled THE KERALA EDUCATION ACT 1958 (ACT 6 OF 1959).

According to [2] and [3] the bill was passed a first time on September 2, 1957 and (after being reserved and sent back for reconsideration - ss. 200-201 of the Constitution) passed again on November 28, 1958; the date of first passage is also mentioned in the supreme court ruling [4].

According to [5] the bill received the assent of the president on 19th February 1959 (apparently after being reserved a second time by the governor) and published on 24th February 1959.

The opinion of the supreme court (s. 143 of the constitution) is correctly dated 'May 22, 1958' in [6] but wrongly dated 'March 15' in [7] (at the top, but correctly 'May 22' further in the text)---Bancki (talk) 13:11, 7 August 2014 (UTC)[reply]
