Proposed redirect to List of Houston Independent School District schools

The only two "out of the ordinary" events related to this school are the mold-related issues and the cheating-related issues. The coverage listed in the article is all local, which is what one would expect of any school which had such issues.

If this went to AFD, I believe it would fail.

• Comment: In the Pershing AFD I mentioned that even "local" sources are still relevant to large groups. Singapore has 5,399,200 people. Malta has 452,515 people. Burundi has about 8,749,000 people. Vanuatu has 224,564. One should be able to use "local" (Singaporean, Maltese, Burundian, Vanuatuan) sources to build articles about those places. Likewise, Greater Houston has six million people so I think one should be able to use "local" sources to source information about something related to a subject in that area.
