1) Koksan is the main title, 2) Koksan Airport is in Koksan, 3) Koksan (Artillery) is named after Koksan. North Korea is one of the world's most closed countries. Information for administrative divisions is hardly found. Compare [곡산] (Koksan) versus [주체포] (Chuchepo). Former case don't show any howizers. I think primary usage is Koksan, administrative division. St. Louis was named after Louis IX of France, Barack Obama after Barack Obama Sr.. I hardly think anyone is arguing the president's father is primary. In any case, the move is controversial as I have disputed it. Lack of controversy is a prerequisite for db-move. A requested move is needed.
