Is this really accurate?[edit]

I mean, it's not only SHIFTING production. It's just generally PRODUCING more once production has reached it's peak and is at complete efficiency.

Sure, shifting production costs, but, again, only if maximum output has been reached (or if you, for example, want to shift production without using any of the resources you have unused).
