Are German place names really Exonyms?

Since the cities had native German inhabitants, and the nobility was German as well since the 13th century, are the traditional German names of places in today's Estonia really exonyms? I doubt that. The word "exonym" should be taken out. It's simply "German names for places in Estonia," just as the German version of the Wikipedia article calls it.
