Capitalization in title

Why is the title of this article capitalized the way it is? Shouldn't it be:

List of female Muslim heads of government and state

or

List of female Muslim Heads of Government and State

In fact, shouldn't it be "heads of state and government"? That's how it is usually officially quoted. For example "Heads of state and government by age".
