Hitler's male line is not ethnic germanic?

Does anyone know if because hitler has a E1b1b y haplogroup that it means that his male line is not ethnic germanic? If it is said that 9% of males in germany have the same y haplogroup that Hitler has could all those males in germany be middle eastern as well?
