Acting presidents section

I do not see why the Rutskoy and Putin from 1999-2000 aren't included in the first table. Take List of presidents of France as an example on why acting presidents don't have to be listed separately. Rousillon (talk) 21:16, 2 June 2022 (UTC)[reply]
