Defining "toy terriers"

Only the Fédération Cynologique Internationale has a section called "toy terriers", and there are only three breeds in it: Australian Silky Terrier, English Toy Terrier (Black & Tan), and Yorkshire Terrier.

All the other reputable registries make no distinction -- if it's a terrier, it's a terrier.

Other registries have a "Toy" group which may include terriers; that should be on the "Toy" group page. "Toy" dogs are not just small dogs, they are small dogs kept purely as pets. A working terrier might be smaller than a Cavalier King Charles Spaniel, but would not be considerd "toy" or perhaps not even a suitable housepet.

No one lists the Rat Terrier as a toy.
