Rework of the ICC survey in 1915... and addition of citation source

Another reviewer made comments on the page and resulted in changes... Given that discussion I have come to realize that while the ICC materials are a source of information on the bridge as constructed and maintained by the PRR, but the ICC material as it stands now is not a section... so I am deleting the section until I have more material on it...

There was also a question raised on the source material for the USRA rebuild. The notes section it currently states that the source for this quote is a state of Maryland survey. I will convert the note over to a reference.
