Lyon

Can it be explained in a sentence or two how and why Lyon is a special case, and what that means administratively? What does it mean, practically, that Lyon isn't an intercommunality? --Criticalthinker (talk) 08:09, 16 November 2018 (UTC)[reply]

I see now that while it is styled a "Metropolits" the Metropolis of Lyon is actually a unit with the status equal to that of a department. So I get that. Still, perhaps it should be mentioned why the other two "special" cases are special. --Criticalthinker (talk) 03:13, 21 September 2019 (UTC)[reply]
