Note C: Who says the IBU does not recognise the win by Pelcova?[edit]

Note C postulates that Pelcova's win is not recognised by the IBU, however, the source does not. If not another source is found then we should move to remove that section, or re-write it to say that Neuner is the youngest in IBU's history, but not the World Cup's.
