Hi Sokuya, that photo is dated 1946 and the website asserts it is "Copyright: United States Holocaust Memorial Museum" which is a little odd as I doubt that museum existed in 1946. Of course it is possible that the photographer assigned all rights to the museum, and in that case there is a route whereby the museum could release that image on Commons if they decided to do so. But considering when the photo was taken it is very likely that the museum knows it has the right to display that photo in the museum and maybe in museum publications, but isn't sure whether it has rights that no-one would have thought of half a century ago. That is a very common problem in photographs of that era, lots of museums have images they have the right to display but they can't release on Wikimedia Commons because they aren't sure of the copyright.
