Marlborough or Blenheim?

After working on this for a while, I became unsure whether 'Mayor of Marlborough' was really the right article name. So I enquired with Marlborough District Libraries, as I've had previous discussions with them about this article:

With the 1989 amalgamation, does Marlborough District regard L McKendry to have been the last mayor of the Blenheim Borough, and the first mayor of the Marlborough District, or is the Mayor of Marlborough seen as the successor of the Mayor of Blenheim? Or in other words, was McKendry the 31st Mayor of Marlborough, or was the numbering started back at 1? Similarly, is the current mayor the 36th, or the 5th?

After consultation we have the following information:

Leo McKendry was the 31st person to hold the office of Mayor for Blenheim. He was then the 1st Mayor of Marlborough. The amalgamations in 1989 changed all of the LG [editorial note:local government] boundaries so the Blenheim Mayoralty ceased to exist (as did the Picton Mayoralty) and the Marlborough Mayoralty came into existence.

So there we have it. I shall move the article to 'Mayor of Blenheim'. I considered moving it to 'Mayor of Blenheim, New Zealand', as that's the article of the related town, but that disambiguation isn't required for the time being. There are a few other towns and villages called Blenheim, but none of the articles mentions a mayor, and if any of them has had or has mayors, it's early enough to disambiguate at the point when this becomes necessary.
