Clarifying dates

Can anyone resolve the date the city declared Munger Place to be a city landmark? The city's web page https://dallascityhall.com/departments/sustainabledevelopment/historicpreservation/Pages/munger_place.aspx says the Designation Report was done in 1988, but when you open the report, it says city council approved in 1980.
