Safe streets

Greetings. The first section of the article quotes a sentence from the original source which says "what were believed to be safe streets". My concern is about the neutrality of the sentence, since the actual article on Tucson weekly says "What we all believed". Was watching forensic files

I think I knew Vicki when we were little girls my mom. Was manager of a mobile home park silver lake estates. in early 80s in Tucson. Then we moved few miles away from there to a house. I changed schools during school year and I remember seeing a short hair red hair girl watching me during singing class. The next day in cafeteria I was sitting at table eating alone I remember she was the only girl I ever seen with red hair before and she was thin with big earrings and I just remember some big plain gold ones. Like woman's earrings. I told her I had no family but my mom and step dad. She said she had sisters and I could be her sister. For weeks we would talk and it seemed like she claimed me and took me in because she felt bad I had no one. She was happy all the time and wanted to be a good friend. One day she wasn't there. I sat there for few weeks looked around for her and just thought she moved and forgot to tell me. I know I knew her in 2nd grade and made me sad seeing the forensic files seeing what happened. I eventually sang at the school a German Christmas song she used to look in the door and watch me practice. I remember her because she is hard to forget because of her looks and heart.
