National Assembly as a higher house?

Are we certain of the translation from the Constitution? The use of "National Assembly" for the higher house of a bicameral parliament and not the lower one is very unusual. It make Nepal the only country to do so.--Aréat (talk) 22:49, 14 December 2017 (UTC)[reply]
