Whole article sounds like a press release and seems politically biased

Under the purpose section is this quote:

During the 2009 Annual Conference in Fort Lauderdale, Florida, DHS Secretary Janet Napolitano gave the keynote address focusing on the Department's law enforcement priorities including border security and immigration. Nominee of Republican Party for President, Senator John McCain, delivered his crime speech[1] as the Keynote Speaker[2] at the 2008 Annual Conference in Indianapolis, Indiana.

How does this describe the purpose of the NSA? The first sentence is a very round about way of describing the NSA's goals, and the second seems a blatant plug for John McCain, WHEN he was running for president almost 4 years ago.
