The meaning pertinent to the French movement of the early 19th century is unrelated to this, and it (viz., the translation of French néo-catholique) appears to be the term's primary meaning outside of the ongoing debate on US Catholic blogs and websites. The French term is in the 1906 edition of Petit Larousse [1]. It is currently linked in this sense from the Henri Bergson and the André-Marie Ampère, and mentioned without wikilinks at Eliphas Levi, Frédéric Ozanam, Insatiability(?). The related(?) mid-19th century usage in Spanish (es:Neocatólico) is found in Luis de Llauder y Dalmases, José Díez de la Cortina y Olaeta, Francisco Elías de Tejada y Spínola. Entirely unrelated usages are found in Chris Marker, Konkani language.
