Correct transliteration of the words Нейтральный Туркменистан using the U.S. Board of Geographic Names transliteration would be Neytral'nyy Turkmenistan and the official transliteration used by the Turkmen printing office is Neýtralnyý Turkmenistan (see for example https://metbugat.gov.tm/newspaper?id=5760).
