As Prof. Dr. Noshad A. Shaikh is the Vice-Chancellor of LUMHS, the citation on wikipedia in the form of article can be same as on the page available on LUMHS website.[reply]
I am assuming formal permission. Nonetheless, the material needs to be rewritten for Wikipedia, presenting his accomplishments, but not praising them. I did this, but retained the general structure--if permission is not obtained, a more complete rewrite will be necessary.
It is additionally necessary for there to be 3rd party independent reliable published sources, print or online (but not blogs or press releases, or material based on press releases), distinct from the links to university web sites.
