OVS has been listed in the FBI's top California gangs in having one of the Godfathers of the California Mexican Mafia. Even though it's said that their is no one particular that runs it but they also know that there's high ranking brothers that calls the shots. There's a hierarchy in rankings and OVS was at the top of the rankings. OVS was started in the late 1940s and the Castrejon family started the OVS Black Angels in the early 1950s. You can find this information on the FBI's database site. At the university I go to one of the law classes I took was based on organized crime. For the California Mexican Mafia, OVS was on the top of the list. I had to write an in depth detailed book report on this gang and learned a lot on this street gang. I was under the impression that 18st and the MS gang ran the prisons but was amazed that they were nothing in the California prisons. OVS was on the top of the lists based on the FBI information despite the fact you don't hear about them much on the media.
