Perigee of 149km? That means failure! Anything under 160km degrades to athmospheric burn-up very soon due to air drag, possibly after just two revolutions (e.g. see the MIR de-orbit event). Why don't they admit up-front that the 3rd stage failed to work fully and the satellite re-entered almost immediately?
