Renumbering from 288

This is just conjecture, but in light of what's said here about Michigan's change from M-118 to M-222, I have a feeling that 288 was replaced with 640 due to the existence of nearby E. 288th Street as well as the SR 283 number. As for 283 staying, it appears that there's never been an E. 283rd Street. Unfortunately an archive search of Cleveland's The Plain Dealer brings back nothing.
