IMHO the article is correctly has to renamed Omsk region of the Russian Federation. (region is a translation of the russian word oblast).—The preceding unsigned comment was added by 195.162.60.7 (talkcontribs).

This was discussed at length many times before. The bottom line is that "region" is too vague and unspecific, and that "oblast" is considered to be a legit loanword listed in major English dictionaries and encyclopedias (example).
