I think it must be. The first hit on Google (and the only relevant organization or entity using the acronym "CSAT" in the first three pages of hits) refers to this organization: http://www.samhsa.gov/about/csat.aspx , which appears to be part of the United States Department of Health and Human Services. I'm going to go ahead and add language to the main article clarifying the US-only nature of the quoted information, but considering the short length of the article I'm not going to start an "OAT in the United States" subsection or anything like that.
