Although the name is the same, the Turkish Province of Bessarabia and the Russian Province(later on Romanian province) of Bessarabia are two different things.

Turkish Bessarabia was only the southern part of Russian Bessarabia. In 1806 the Russians occupied only the original Bessarabia which did not include any territory above the city of Tighina. However the Russians mislead everyone by claiming that actually Bessarabia would strech as far north as Hotin and include all Moldovan territory as well, from the Pruth to the Dnister.

I will add more to it of course in order to expand on the article here which for the moment is quite short but I do not think that it should be merged with the Bessarabia article.

I agree with everything above. But go read Province of Bessarabia. It's referring to the Ottoman province in the same time period as this Ottoman Bessarabia entry. This has nothing to do with the main Bessarabia article.
