Tusor's work isn't widely cited, but that may not be surprising given his academic field. I consider he meets the following criteria of WP:NACADEMIC:
#2 (The person has received a highly prestigious academic award or honor at a national or international level) and
#3 (a fellow of a major scholarly society which reserves fellow status as a highly selective honor), given that the Hungarian Academy of Sciences is the most prestigious learned society of Hungary. I interpret 'doctor' to be equivalent to 'fellow' in their terminology.
