It is quite plainly stated; I may have no knowledge of the subject, but I've no trouble understanding the quoted text. I can only guess that maybe it's an unfamiliarity of the use of the word "tender" in this context (ie. as in "Request for tender") that may have made this hard to understand for you?--60.242.17.174 (talk) 16:08, 17 July 2014 (UTC)[reply]
