Why "sirop de" ?

Philippeville

The sub-prefect of Philippeville, Jean-Baptiste Nouvion, did not fail to urge Gaëtan Picon in this direction. Philippeville is a town in Belgium, and there is not someone called sub-prefect there. Please clarify or correct. LHOON (talk) 00:02, 15 March 2015 (UTC)[reply]
