Primus inter pares[edit]

I've noticed that this article says that Walter Bagehot described the Prime Minister as primus inter pares in The English Constitution. It uses a textbook as a source, which is probably fair enough, but I've got a copy of The English Constitution in front of me and I can't find any use of the phrase "primus inter pares".
