Garden Suburb Link[edit]

It's not stated clearly in the wikipedia article, but the Garden Suburb took the place of the Prime Minister's 25 civilian cabinet heads. With Lloyd George's appointment as Prime Minister in December 1916, the normal civilian cabinet was suspended in favor of the British War Cabinet, created to fight World War I. The function of the Garden Suburb was to take care of these other mundane matters, so, I assume, 'no news was good news' for the Prime Minister when it came to the Suburb. At least that is what I concluded after researching the matter.

Maurice Hankey, on the other hand, was employed by the Prime Minister as the War Cabinet Secretary. Lloyd George made transparency to the public a big issue, and he employed Hankey to supervise a team of typists who created war cabinet minutes.
