Distinction Between Rational-Choice Policy and Data-Driven Policy

In reading the article I cam to the evaluation that these two concepts were very similar to the point where I believe they belong in the same section. If rational-choice policy is hinged on evidence and science, then so is data-driven policy, which also utilizes quantitative data. If there is anyone who could explain to me significant differences between the two that would warrant separate sections, please feel free to explain.
