Potomac River is technically not in Virginia

The Potomac River is inaccurately listed as a river of Virginia. In other cases in which a river forms the border between two U.S. states, the border is viewed as being drawn in the middle of the river. In the case of the Potomac River, however, 100% of the River lies outside of Virginia. That is because the royal charter that created Maryland from land that was previously part of Virginia expressly included all of the Potomac River in the grant of Maryland to Lord Baltimore. During the earliest days of the American Republic, there were issues that arose between Maryland and Virginia concerning rights to the River, and efforts to resolve those issues within the framework of the old Articles of Confederation led directly to the calling of a Constitutional Convention, which led to the creation of the Constitution of the United States of America to replace the Articles of Confederation. Maryland ceded a portion of the River when the District of Columbia was formed and otherwise retains all of the Potomac River within the boundaries of Maryland.
