General: Article is new enough and long enough

Policy compliance:

Hook: Hook has been verified by provided inline citation
QPQ: Done.

Overall: New enough, QPQ done, at 1923 characters meets the length requirement, hook cited and verified from 2 sources but I couldn't access the Oxford Dictionary of National of National Biography, Earwig says 'violation unlikely'.
