This is a copyvio as i found it:

Relevant info for his bio can be extracted from it, and there might be value to a discussion of the ideas that would justify quoting all or part of it.

A short quote is fair use rather than copyvio when it is quoted in order to analyze or comment upon it. This does neither, and is a copyvio.
