As I understand it, a borough council comes into being with the first meeting of the newly elected council. In this case, they appear to have elected the mayor first (in early February 1878) and the councillors were elected next. Ross appears to have had two newspapers at that time but they aren't online. Hence, newspapers from far away (e.g. the West Coast Times, published in Hokitika some 20 miles away) had sparse reporting. I haven't found anything about the election of councillors or their first meeting. Let's hope that one day, one of the Ross newspapers will be digitised. Schwede66 03:42, 22 March 2021 (UTC)[reply]
