Regulations did say it always (by making up statistics, which was done in later years, no one did know it): If two (or more racers) will have the same number of points - the higher number of wins is decisive. When Ted Ligety did win the giant slalom World Cup in the season 2013/14, he and his opponent Marcel Hirscher had the same number of points but Ted had won more races than the Austrian.
