tenth or eleventh

We say: Delaware is the eleventh state, and twelfth US jurisdiction, to allow same-sex couples to marry.

But of course DE does not yet "allow same-sex couples to marry." The effective date for Delaware is July 1 and the effective date for Rhode Island is August 1. So on July 1, DE will become the tenth state to allow same-sex couples to marry, issue marriage licenses to same-sex couples, and recognize same-sex marriages. You are not counting properly, remember California was 2nd. Delaware was the 12th state to legalize, 11th state to become effective. See Same-sex_marriage_in_the_United_States#State_law. Thegreyanomaly (talk) 02:29, 30 June 2013 (UTC)[reply]
