Blue Beetle homage?[edit]

Anyone know whether or not Marvel intended the Scarlet Scarab as an homage to the old Golden Age Blue Beetle? There's the obvious scarab/beetle theme & WWII setting, but the 'originator' named "Garret" has to be the clincher.
